CIVIC Digital

Co-creating digital and AI solutions that strengthen citizen voice and responsive governance.

CIVIC Digital accelerates people-centered digital transformation by expanding how governments, civil society, and social innovators use engagement technology—including responsible and inclusive AI—to listen, respond, and collaborate with citizens. It strengthens digital public infrastructure for participation while ensuring these tools work for everyone, especially those historically excluded from digital systems.

Alongside governments, CIVIC Digital equips CSOs, youth networks, and community actors with frontier technologies, open-source tools, and practical skills to analyze feedback, generate insights, and co-create solutions. CIVIC Digital is also supporting a new generation of AI systems rooted in real community experience—capturing how CSOs adapt tools across languages, contexts, and social realities to generate representative data, inform culturally grounded algorithm design, and shape equitable digital public infrastructure that strengthens inclusion rather than inequality.

Why It Matters

Digital participation has become essential for how people engage with public institutions, yet millions remain excluded. Online platforms often require advanced literacy, stable internet, or technical skills, leaving behind the very communities most affected by public decisions.

Across the world, governments face rising expectations for transparency, responsiveness, and data-driven decision-making. But citizen feedback systems remain fragmented, expensive to maintain, and limited in scale, especially in low-resource settings. Responsible AI and digital innovation offer a transformative opportunity to lower access barriers, reduce processing time, and bring community voices into policymaking more effectively.
