Aly Zulficar Rahim Program Manager/Head

Aly Zulficar Rahim

Program Manager

Aly Rahim leads CIVIC: The Civil Society and Social Innovation Alliance at the World Bank, where he guides a global team advancing civic participation, social innovation, and systems change. From scaling community-led solutions to embedding citizen voice in development finance, Aly leads on renewing how the Bank partners with civil society to build more just, accountable, and resilient development systems.

Aly previously served as Practice Manager for Social Sustainability and Inclusion in West Africa, where he led transformative programs in climate resilience, conflict stabilization, and inclusion across 17 countries, and earlier as Assistant to the President of the World Bank Group, where he supported the COP21 Paris Climate commitments, the Environmental and Social Framework, and financing innovation for forced displacement.

Aly began his career as a Canadian Foreign Service Officer focused on post-conflict reconstruction in Sudan and Afghanistan. He holds a Master’s in International Security from Georgetown University’s School of Foreign Service and a Bachelor’s in Government and International Relations from Dartmouth College. The best thing he’s ever made is his father’s Ugandan kuku paka—and he loves how a simple coconut chicken curry can tell his family’s story.

Senior Social Development Specialist

Mariana T. Felicio serves as the Deputy Program Manager for CIVIC: The Civil Society and Social Innovation Alliance at the World Bank, where she advances people-centered development by strengthening civic participation, social inclusion, and collective action. Currently, she leads on the CIVIC side, the Global Financing Facility (GFF) x CIVIC Platform, overseeing strategic engagment in operations, grant management, and citizen engagement efforts that connect civil society and youth actors national health priorities, while helping scale community-led solutions into broader systems change.

Over more than two decades at the World Bank, Mariana has led and supported operations across Latin America, Sub-Saharan Africa, and the Middle East and North Africa, working at the intersection of social inclusion, accountability, and policy reform. Her work spans indigenous and Afro-descendant inclusion, migration and displacement, and gender-based violence prevention, consistently positioning communities as partners rather than beneficiaries. During the Arab Spring, she helped launch the Affiliated Network for Social Accountability in the Arab World, embedding citizen voice into policy dialogue and accountability reforms. She has also contributed to large community-driven development programs in Nigeria, Angola, Ecuador, and Colombia, and has worked on social risk management of the World Bank’s Environmental and Social Framework (ESF) across country portfolios.

Before joining the World Bank, Mariana worked with the Inter-American Development Bank and the Ford Foundation, strengthening civil society networks between Asia Pacific and Latin America and coalitions to drive inclusive governance. A triple citizen of Argentina, Portugal, and the United States, she brings a deeply global and relational perspective to her work. She holds a Master’s in Development Management and Public Policy from Georgetown University, a Post-Graduate degree in MERCOSUR integration from the University of Buenos Aires, and a Bachelor’s in International Relations and Economics from Wellesley College. Mariana is known for pairing rigorous operational leadership with a grounded, people-first approach shaped by lived experience across regions and cultures. She loves to travel, dance, and paint, and support women navigating domestic violence issues.

José Malbec LeightonCommunications and Knowledge Management

José Malbec Leighton

Communications and Knowledge Management

José is a dedicated communications professional with international experience in sustainability and strategic partnerships. With a background in journalism from the University of Navarra, a MA in Digital Entrepreneurship from Viadrina University and Management Montpellier Business School, he brings a multidisciplinary approach to communications and stakeholder engagement. Throughout his career, José has played a pivotal role in driving impactful collaborations and media strategies.

At the World Climate Foundation in Copenhagen, Denmark, he spent three years leading large-scale partnerships with public and private sector entities from different regions, fostering meaningful dialogues on climate action. Most recently, at Verra, he spearheaded strategic communications and media relations in the carbon markets space, strengthening the organization's visibility and engagement with key stakeholders in different regions.

In 2024, José was selected as a Future Climate Leader with the Aspen Institute, where he contributed to high-level discussions on climate resilience. He also served as a NATO Youth Fellow, supporting strategic initiatives on geopolitical issues.

Carolina Coch

Junior Professional Associate

Carolina worked as an advocate at the Community Empowerment Fund, taking leadership roles in legal referrals and Latinx outreach. Carolina was also inducted into the North Carolina Fellows Program and cofounded the Morehead-Cain Latinx Affinity Group.
