COCC was born in February 2009 in Madagascar from citizens and civic organizations concerned with finding a peaceful and rapid solution to the burgeoning and recurring cycles of crises that shook the country, through overhauling concerns by uniting together and using citizen voice and facilitating the rule of law and democracy.
