Teodora Recalde Spinzi

Director of Public Budget

Paraguay Ministry of Finance

Ms Teodora Recalde is the Director of Public Budget of the Paraguay Ministry of Finance. She has been working as a public servant for 27 years where she has hold several roles, including Head of the Department of Public Expenditure Control and Monitoring, Coordinator of Monitoring and Evaluation of the General Budget Directorate at the Ministry of Finance, and Technical Coordinator of the "Support Program for the Implementation of a Results Management System Based on the Public Sector Budget”. Ms. Recalde also has 15 years’ experience in the higher education sector, where she has worked as a Department Coordinator for the American University of Paraguay. She has hosted courses and seminars related to public finances, budget process, social spending, among others. Ms. Recalde holds a License degree in Statistical Mathematics from the National University of Asunción and a Masters’ degree in Education Projects from the American University of Paraguay and the SEK University of Chile.
