Kassem El Saddik
Global Integrity
Kassem El Saddik is an international expert in program and policy evaluation, managing partner at 360 Consulting and a Global Integrity Associate. With more than 18 years of experience in the public sector, policy, governance and institutional development, Kassem has diligently conducted various program evaluations, reviews, synthesis of evaluations and EU ROM assignments to various complex programs and projects humanitarian/fragile context and conflict-affected environment in MENA.
Kassem has led complex evaluation assignments for regional UN Commissions (UNECA and ESCWA), the World Intellectual Property Organization (WIPO), the UN RCO, in addition to a dozen of humanitarian projects in the context of the Syrian Crisis. Besides, Kassem managed EvalPartners technical assistance program to 16 countries aiming at strengthening national evaluation capacities and systems in various part of the world.
Kassem has been heavily engaged in the regional and global SDGs platforms, as an evaluation practitioner, researcher and panelist on evaluating the 2030 Agenda. I co-authored more than a dozen of Policy Briefings published by IIED, and contributed to the recently launched Guide on "Evaluation to connect the SDGs with national priorities: a guide for evaluation commissioners and managers”. In addition to co-chairing the EVALSDGs Network, Kassem is a member of ALNAP Advisory Group to review ALNAP guidance on evaluation criteria.
