The Next Phase of Civil Society and Youth Engagement
The CIVIC-GFF World Bank Health platform, co-branded with the Global Financing Facility (GFF), will demonstrate how civil society organization (CSO) and youth engagement drive progress in expanding access to, and enhancing delivery of, essential health services for underserved populations, with a focus on women, children, and adolescents, and accelerate progress toward universal health coverage (UHC).

Through the CIVIC-GFF World Bank Health platform, CIVIC will also build a knowledge hub and a community of practitioners working on shared health priorities. By facilitating multi-stakeholder dialogues and sharing best practices, CIVIC will serve as the connective tissue between civil society organizations (CSOs), social innovation networks, WBG programs and country-level initiatives, ensuring alignment between global priorities and local needs, opening and/or reinforcing civic space.
By leveraging the unique position and convening power of the World Bank, the CIVIC and GFF partnership has the potential to drive more strategic and impactful grantmaking to civil society organizations (CSOs) and youth-lead Organizations (YLOs). CIVIC's flexible financing and support model will enhance systematic engagement with CSOs and YLOs and ensure integration/coordination with GFF and Bank operations. This will reduce fragmentation and promote alignment with country priorities. CIVIC is more than a financing facility; it is a partnership incubator and a knowledge, learning, and technical assistance hub.
CIVIC team members will convene CSOs, YLOs, governments and World Bank/GFF technical experts and teams, and other relevant stakeholders to foster strategic dialogue, monitoring, evaluation, and alignment with other key partners.
To promote locally grounded solutions with global coordination, CIVIC will support two competitively selected global consortiums. These consortiums will serve as hubs for regional and country-level partners, providing funding, capacity building, and strategic guidance to amplify impact. Each consortium will engage a diverse group of civil society actors—including youth organizations—to lead advocacy, build coalitions, and foster accountability at both the grassroots and policy levels.
The CIVIC-GFF World Bank Health platform uses a two-tiered financing model. CIVIC will channel resources to the two lead consortiums, which will in turn issue small grants to local and national civil society organizations (CSOs). This model ensures that funds are responsive to country needs while maintaining strong support for coordination, learning, and shared advocacy across regions. Technical assistance will accompany financial support to strengthen the effectiveness and sustainability of funded initiatives.
An international call for proposals will be launched in the coming weeks to identify the lead consortium partners. The selected consortiums are expected to begin issuing subgrants before the end of the calendar year.

This first webinar will introduce the forthcoming health platform jointly developed by the World Bank’s Civil Society and Social Innovation Alliance (CIVIC) and the Global Financing Facility (GFF).
The session aims to familiarize prospective applicants and partners with the strategic objectives of the CIVIC x GFF partnership, which focuses on strengthening health systems for maternal, child, and adolescent health through civil society-led solutions. Participants will gain insights into the thematic priorities, eligibility criteria, and funding modalities of the upcoming Call for Proposals (CfP), which seeks to support civil society organizations (CSOs) working to improve last-mile service delivery, accountability, and youth engagement in health.
The webinar will also emphasize the importance of consortium-based applications, highlighting how collaborative models can enhance the scale, sustainability, and equity of interventions.
